Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. GUARANTEED RECIPROCITY OF ALL MONIES

DESIGNATED FOR HEALTH INSURANCE BEN- EFITS REGARDLESS OF PLACE OF EMPLOY- MENT.

For the purpose of collective bargaining agreements, all monies designated for health insurance plans or funds
